On October 17th 2007, the House of Lords ruled that pleural plaques, a scarring of the lungs which can be a forerunner of asbestosis and mesothelioma, is not a disease in itself, and therefore sufferers would not qualify for compensation.
Due to Wales' industrial heritage, the judgement will deny thousands of workers suffering this asbestos-related condition the right to claim compensation.
In December, the Scottish Cabinet decided to reverse the ruling by introducing new legislation which will enable those diagnosed with the symptomless illness to continue to pursue damages.
